If you drove north on 83rd Avenue in Peoria tonight around 6 p.m., you'd find more than 120 vendors setting up food trucks, splash pad games, and a DJ booth at the Peoria Sports Complex for the Desert West Night Market. It's one of seven Saturday nights on the calendar this season, running through September 26. No renderings. No "phased opening." Just a gate that opens at six and closes at nine, every week, as advertised.

Six miles southwest, near Cardinals Way and Loop 101 in Glendale, sits a very different kind of construction site. VAI Resort broke ground in 2021 as Crystal Lagoons before the Fisher family took over the project in 2022 and rebranded it into a 1,100-room entertainment complex with four hotel towers, an 11,000-seat amphitheater, and a Mattel-branded adventure park next door. It has missed a 2023 target, a 2025 target, and as of an April 2026 update from the resort's own spokesperson, it's on track to miss 2026 too. Officials say they'll announce a real date nine to twelve months before it happens. That announcement still hasn't come.

Here's the thing worth sitting with if you live in Glendale, Peoria, or Surprise: the project everyone watches for West Valley news isn't the one that's actually changing your weekends. That's happening somewhere else, in smaller pieces, on schedules that keep holding.

The Anchor Everyone Names Isn't the One Filling In

VAI Resort has grown in ambition every year it's failed to open. Glendale's city manager described watching the budget climb from an original estimate near $350 million to what he called close to $1.3 billion, while room counts nearly doubled from 600 to 1,100. Most coverage lands on a $1.2 billion figure for the current build. Either way, it's a lot of capital sitting behind a project that, as of an April 2026 update, still has no confirmed date.

None of that means the West Valley has stalled. It means the growth signal moved to smaller addresses that don't need a groundbreaking ceremony to matter.

Peoria's Downtown Got Dinner Before Anyone Got a VAI Verdict

Downtown Peoria, the historic stretch around Grand and Washington, picked up Caldwell County BBQ's first West Valley location this spring. It opened April 1, 2026, in a roughly 6,600-square-foot space on Washington Street, wedged between the Fire House Event Center and a former downtown hotel site. That's a serious footprint for a downtown that has spent more years being historic than culinary.

A few blocks over, the city is putting real money behind the district's bones. The Central School, a two-room Mission Revival building completed in 1906 and listed on the National Register of Historic Places, is being restored into an Arts and Cultural Center with new exhibition space, classrooms, and an annex addition. Construction started April 13, 2026, with completion targeted for the end of October.

Meanwhile, the P83 Entertainment District around the Peoria Sports Complex is adding its own dining anchor. A Postino WineCafe location is confirmed as part of a roughly $20 million Common Bond Development Group project bringing three Fox Restaurant Concepts to the site. Common Bond principal Brian Frakes has described the patios as built to be two to three times a normal prototype's size, wrapped around a shared park designed to carry that energy outward. That's not a decoration choice. It's a bet that outdoor dining in Peoria is a year-round anchor, not a fair-weather perk.

Above the Loop 101, the pace looks different but tells the same story. Chick-fil-A Happy Valley & 83rd opened May 14, 2026, at 8050 W. Happy Valley Road, running dine-in, drive-through, delivery, and Mobile Thru service six days a week starting at 6:30 a.m. Convenience-forward, sure, but still a confirmed door that opened on schedule.

Glendale's Fast-Casual Corridor Is Filling in Near Westgate

Glendale's own new-address list this year skews smaller and closer to the neighborhoods VAI Resort borders rather than the resort itself. Paquimex, a fast-casual concept from the team behind Tortas Paquimé, opened this spring at 5149 W. Olive Avenue. It's built on the same restaurant group's playbook, TPQ Foods under Omar Alvarez, with a streamlined menu and expanded beverage service aimed at people who want the flavor without the sit-down wait. A second concept from the same group, an upscale wood-fired restaurant called Magdaleña, is expected to follow.

It's a modest opening compared to a billion-dollar amphitheater complex, but it's the kind of addition that actually changes a Tuesday night for someone who lives nearby. The corridor around Westgate is filling in with real doors while the district's marquee project keeps pushing its own timeline into next year, and the year after that.

Surprise Is Building the List Its Own Residents Asked For, Just Not on Their Timeline

Earlier this year, Surprise ran its annual retail survey between February 14 and March 15, collecting responses from more than 4,100 residents. IKEA and Cheesecake Factory topped the wanted list for the second year running, which tells you plainly that residents still don't have either. What they are getting instead is more Whole Foods.

SimonCRE is under contract for a site next to the Village at Prasada, a shopping center at Loop 303 and Waddell Road that opened in 2023 with tenants like Target, Nordstrom Rack, Dick's Sporting Goods, and Sprouts. The new parcel, called Prasada East, is slated for a Whole Foods Market. Separately, the city has received a building permit application for a second Whole Foods, a 35,000-square-foot store planned for the southeast corner of Waddell Road and Sarival Avenue, directly across from an existing Costco. Neither project has a confirmed opening date yet, but the filings alone put Surprise on track for two Whole Foods locations in a city that has spent years asking for one grocer residents actually want.

Downtown, Elm Street at Surprise City Center is underway at Bullard and Bell, with the first phase of construction started on a mixed-use development bringing retail, restaurant space, and two stories of office space to the city's downtown core. It's an early piece of a longer master plan for Surprise City Center, but it's a piece that's actually moving.

The Calendar That Actually Matters This Month
